Miami Beach Just Voted to Become Vice City

9 min readAdam B.

Miami Beach voted today to let Rockstar turn parts of the city into Vice City. The campaign starts October 15, exactly 35 days before GTA 6 launches on November 19. This story is developing. The broader Miami-Dade County deal is still being negotiated separately.

What Happened

The Miami Beach City Commission voted 4-3 on September 10, 2026 to authorize negotiations with Rockstar Games for a GTA 6 marketing campaign across parts of the city. The vote approves the City Manager to negotiate a deal with Amplify Marketing Inc., the agency handling the campaign. CONFIRMED via the official Miami Beach City Commission meeting.

The vote was narrow and came after more than 30 minutes of heated debate. A commissioner literally played GTA 6 Extended Look footage during the meeting to argue against the deal. The campaign passed anyway.

This does not mean a final contract is signed. The vote gives the City Manager authority to negotiate terms. But the direction is clear: Rockstar's real-world Vice City marketing is happening.

What the Miami Beach Campaign Includes

The approved campaign runs from October 15 through December 31, 2026, covering the final weeks before launch and the entire holiday season after it. CONFIRMED via Notebookcheck.

The marketing will primarily appear on privately operated beach concession equipment: branded umbrellas, chairs, and signs along the beachfront through Boucher Brothers, the company that operates Miami Beach's beach equipment. The City Manager may also approve additional public spaces for the campaign. CONFIRMED via Dexerto.

One critical detail: the marketing will not say "Grand Theft Auto" anywhere. It uses "VI" and "Vice City" branding only. CONFIRMED via TechWiser.

The Money Behind It

Rockstar is spending at least $3 million on the Miami Beach campaign alone. The city is already pushing for more. CONFIRMED via Beebom.

Commissioner Tanya Bhatt revealed during the meeting that the city has nearly negotiated for $4 million from Rockstar, which would fund the construction of the Flamingo Football Field. She said: "I think we are getting closer to $4 million or so in benefits to the city." CONFIRMED via Sportskeeda.

Commissioner Laura Dominguez supported the deal and asked whether there was room to negotiate for even more. CONFIRMED via the same source.

That is $3-4 million for one beach city's promotional rights. The broader Miami-Dade County deal has not been priced publicly. Scale that up across an entire county with an international airport, a transit system, and major landmarks, and the total marketing spend could be significantly larger.

The Kaseya Center Rooftop Sign

Separately from the Miami Beach vote, a "Welcome back to Vice City" sign is being prepared for the roof of the Kaseya Center, home of the NBA's Miami Heat. Pink and white lettering is already being constructed. CONFIRMED via journalist Francisco Alvarado as reported by Dexerto.

Basketball Properties (the Miami Heat's arena management affiliate), Miami-Dade County, and Rockstar Games are finalizing a deal to place the giant Vice City sign on the arena's roof. This appears to be a separate agreement from the Miami Beach vote.

The Broader Miami-Dade Proposal (Still Being Negotiated)

The Miami Beach campaign is one piece of a much larger plan. Miami-Dade County Mayor Daniella Levine Cava's office originally proposed a county-wide GTA 6 marketing deal with Rockstar that would transform public infrastructure across the region. CONFIRMED via gHacks, Insider Gaming, and Gameranx.

The original county-wide proposal included:

At Miami International Airport:

  • An aircraft decorated with Vice City logos as the centerpiece
  • A GTA 6-themed baggage claim area
  • Branded luggage carts and limited-edition luggage tags
  • "Welcome to Vice City" signage greeting arriving passengers

Across the county:

  • Metromover cars wrapped in Vice City colors and logos (Metromover is confirmed as an in-game fast travel system in GTA 6)
  • Custom manhole covers and stormwater covers featuring Vice City branding
  • Signage at key locations throughout Miami-Dade

At a dockyard:

  • A visual display modeled on Port Gellhorn from GTA 6, using real cargo containers, cranes, and cruise ships (Port Gellhorn is one of GTA 6's six confirmed regions)

A community investment:

  • A "Vice City Radio Lab" providing public access to equipment for music production, podcasting, oral histories, sound engineering, and video game development

This county-wide proposal has not yet been approved. It faces opposition from the sheriff and at least one county commissioner. A separate vote for downtown Miami marketing is expected soon.

The Opposition

Not everyone wants Vice City in their city.

Miami-Dade Sheriff Rosie Cordero-Stutz released a statement opposing the deal: "Grand Theft Auto is a video game franchise built around criminal activity. Its fictional world includes murder, robbery, drug trafficking, carjacking, violence against law enforcement, and other conduct that the men and women of the Miami-Dade Sheriff's Office work every single day to prevent." CONFIRMED via Insider Gaming.

Commissioner Juan Carlos Bermudez agreed, arguing Miami has spent decades building its reputation as a world-class business and tourism hub and should not associate that brand with a crime-themed video game. CONFIRMED via Gameranx.

Miami Beach Commissioner David Suarez played footage from GTA 5 and the GTA 6 Extended Look during the commission meeting, pointing out scenes of characters shooting at police vehicles. He said: "I certainly don't want to see our brand associated with this video game. I don't think it's worth any amount of money." He called the situation a "Black Mirror episode." CONFIRMED via Dexerto.

Commissioner Monica Matteo-Salinas took the opposite view, backing the campaign and framing it as a win for gamers and fans. CONFIRMED via VGTimes.

Another commissioner defended the deal by saying: "We're not giving away pistols and cocaine to people." CONFIRMED via Kotaku.

Netflix Is Already Doing It

Miami Beach is not the first real-world location to get the Vice City treatment. Netflix has already placed Vice City signs in front of their own advertising in Los Angeles, the real-world inspiration for GTA's Los Santos. CONFIRMED via Gameranx.

The Netflix Extended Look for GTA 6 aired on August 27, 2026 and drove PS5 sales up 33% and Xbox Series X/S sales up 34% in the following week. Rockstar's real-world marketing builds on that momentum heading into the final 10 weeks before launch.

Why This Matters (The VCH Take)

OUR TAKE. No video game has ever done this. Not at this scale.

Rockstar is not buying billboard space. They are paying a real city to temporarily rebrand its public infrastructure as a fictional place from a video game. Tourists landing at Miami International Airport could walk through a "Welcome to Vice City" terminal. Commuters riding the Metromover, a transit system that exists in GTA 6 as confirmed fast travel, would ride inside Vice City branded cars. A dockyard display would recreate Port Gellhorn, one of the game's six confirmed regions, using real cargo containers.

The fact that the branding uses "Vice City" and "VI" but never says "Grand Theft Auto" is a deliberate strategy. Vice City is aspirational. Grand Theft Auto is controversial. The marketing sells the world, not the crime.

For context on the scale of what Rockstar is building: analysts project GTA 6 will generate roughly $3.2 billion in first-year revenue with 25 million or more copies sold on day one. Spending $3-4 million to turn one beach city into a living advertisement is a rounding error on that projection. The county-wide campaign, if it goes through, would be the most ambitious real-world video game marketing activation ever executed.

This story is developing. The county-wide deal, the airport proposal, and the Kaseya Center sign are all separate from today's vote and still in negotiation. We will update this article as each piece confirms.
