The first thing you do is NOT steal the car. It is scan it.
The Waink phone app lets you point your in-game phone at any vehicle and pull up a full readout before you commit to anything. A single scan shows you:
- Estimated resale value — what the car is worth at a fence
- Personal registration cost — what it costs to register the vehicle legally
- Lock status — what type of lock the car uses
- Alarm system — whether an alarm will trigger when you interact with the vehicle
- GPS tracker — whether the car contains tracking technology that automatically reports its location to authorities

Why this matters for money: you know exactly what a car is worth before you risk anything. A $50,000 car with no tracker and a slim-jim lock is a clean score. Step 2: Match the Tool to the Car

Tier 1: Slim Jim (Older Vehicles)
Older, lower-value vehicles can be opened with a slim jim, a simple break-in tool. These are the cars you will be taking on day one. Low value, low risk, fast acquisition. The slim jim is likely available from the start or very early in the game. CONFIRMED via IGN, VICE.
Tier 2: Key Cloner (Modern Luxury Cars)
Modern vehicles with keyless entry systems require a key-cloning device. This is more advanced equipment that is not available from the beginning. You earn key cloners by completing activities for vehicle fences. Building relationships with fences is part of the car theft progression, not a separate side activity. Tier 3: Locked Out (High-Security Vehicles)
Some expensive vehicles cannot be hotwired at all. You can smash the window and sit inside the car, but the engine will not start without the correct equipment. What About the Window Smash?
The Extended Look showed Jason cracking a car window with a physical button-prompt QTE. That gets you inside the vehicle. But being inside is not the same as driving away. Step 3: Deal With the Tracker
Some high-end vehicles contain advanced GPS trackers that automatically report the car's location to the authorities. This is not a wanted level. It is a persistent signal that tells them exactly where the car is, in real time. CONFIRMED via VICE.
Two confirmed ways to handle it:
Outrun the signal. Maintain high speed and the tracker cannot ping accurately enough to direct a response to your exact position. Slow down or stop and the signal catches up. CONFIRMED via VICE.
Abandon the vehicle. If the tracker is going to get you caught, sometimes the smart play is walking away. A car you cannot deliver is worth zero, no matter what Waink said it was worth. OUR TAKE.
The money calculation: a tracked car forces you to drive fast through Vice City's narrow, crowded streets without hitting anything, because damage reduces the payout. Speed to outrun the tracker versus caution to protect the value. That tension is the core skill test of high-tier car theft.
Step 4: Deliver Clean
This is where most players will lose money without realizing it.

Vice City makes this harder than it sounds. Traffic density is much higher and roads are narrower than in GTA 5, especially in the urban core. The Grassrivers and Mount Kalaga make it harder in a different way. High-end sports cars perform poorly off-road. Your getaway vehicle determines loot capacity too. This applies to robbery loot, not just the car itself. Motorcycles offer very limited storage. Cars hold more. Vans and larger vehicles can carry multiple duffel bags. Step 5: Sell Through a Fence
You do not get paid the moment you steal a car. You get paid when a fence buys it.
Stolen vehicles must be sold through specialized fences. Vehicle fences are a specific category, separate from fences who handle jewelry or other stolen goods. CONFIRMED via VICE.
Vehicle fences provide tips. They may tell you about valuable cars stored at specific locations, including locations like impound lots. The fence is not just a buyer. It is an intel source that points you toward your next score. CONFIRMED via VICE.
The fence takes a cut. Payouts are described as "a reasonably discounted rate" below the vehicle's full value. The exact discount percentage is unknown. CONFIRMED (discount exists) via pre-order materials. The specific rate is UNKNOWN.
Fence activities unlock better tools. Completing work for vehicle fences is how you earn key cloners and other advanced equipment. Step 6: Maintain and Modify
Mod shops have different specialties across Leonida. No single shop offers every vehicle modification. Certain builds and unique upgrades require visiting specific locations around the map. If you want a specific mod on a specific car, you may need to drive across the state to get it. REPORTED via TGG.
Fuel and EV charging are real costs. Gas-powered vehicles need to be refueled at gas stations. Electric vehicles need to be recharged. In the build TGG saw, refueling took approximately 10 seconds. Rockstar intentionally kept the process quick so it adds realism without killing pacing. REPORTED via TGG.
Cars feature usable trunks. You can stash weapons and a change of clothes in the trunk, useful for clearing a clothing identification from the police after a job. The trunk is not just storage. It is part of the escape kit. CONFIRMED via VICE.
You can buy garages but not safehouses. Garages include weapons lockers and secure storage for stolen goods. The Driving Rebuild Underneath All of This

Why this matters for car theft specifically: the rebuilt driving physics mean that knowing how to handle the car you just took is part of the skill. The Police Layer on Top of Everything
Car theft does not exist in a vacuum. The witness system runs on top of every step.
The vehicle icon is one of six police identification vectors. If your getaway car is spotted during the job, the vehicle ID activates. The car itself becomes wanted. CONFIRMED.

The Day-One Car Theft Plan
Hour 1: Do not steal cars. Run story missions. Earn mission cash. Learn the map.
Hour 2-3: Start scanning everything with Waink. Learn which vehicles in your starting area are slim-jim accessible. Identify where the nearest fence operates. Note which cars have trackers and which do not.
Hour 4-5: Run your first car theft. Pick a low-value, no-tracker, slim-jim vehicle in a quiet area with few witnesses. Deliver it clean to the nearest fence. Log what you get paid.
Hours 5-10: Build the fence relationship. Complete activities for vehicle fences. Each activity brings you closer to unlocking the key cloner, which opens the mid-tier vehicle market.
Hours 10+: With the key cloner unlocked, move to modern vehicles. Scan for high-value targets with manageable security. Learn which routes through Vice City have the least traffic. Start rotating across regions to avoid persistent wanted zones.
The long game: buy garages in multiple regions. Stock each trunk with a spare outfit. Learn which mod shops carry which specialties. Build the geographic infrastructure that lets you scan, steal, deliver, and sell across all of Leonida without retracing your steps through your own heat.
The True Profit Formula
Waink estimated value minus the fence's discount cut minus damage to the vehicle during delivery minus cost to clear any police identification vectors triggered minus fuel cost minus any weapon or vehicle you had to ditch during the escape equals actual car theft profit.
The players who run this math on every job will out-earn the players who grab the flashiest car and hope for the best.
